The Importance of Health Surveillance for Your Business

Why health surveillance programs matter for Australian businesses, what the law requires, and how proactive monitoring protects your people and your bottom line.

What is health surveillance?

Health surveillance is the ongoing monitoring of a worker's health to detect early signs of illness or injury related to workplace exposures. Rather than waiting for a problem to appear, it systematically tracks health over time so changes can be identified and acted on early.

In Australia, health surveillance is not just good practice, under work health and safety (WHS) legislation it is a legal requirement where workers are exposed to certain hazards at levels that could harm their health.

When is health surveillance required?

Health surveillance is generally required where workers are exposed to:

  • Hazardous noise, leading to noise-induced hearing loss.
  • Respiratory sensitizers or dusts, such as silica, asbestos, welding fume or isocyanates.
  • Hazardous chemicals, including lead, isocyanates and other scheduled substances.
  • UV radiation, for outdoor workers at risk of skin damage and skin cancer.
  • Biological hazards, in healthcare, laboratory and waste handling roles.

For hazardous chemicals specifically, the WHS Regulations set out requirements for health monitoring, and in some cases it must be supervised by a registered medical practitioner.

What does a health surveillance program include?

A well-designed program is built around the specific risks of your workplace. Typical components include:

  • Audiometry, hearing tests to monitor for noise-induced hearing loss, with baseline and periodic testing.
  • Spirometry, lung function testing for workers exposed to dusts, fumes and respiratory sensitizers.
  • Skin checks, surveillance of sun-exposed or chemical-exposed workers for skin damage and skin cancer.
  • Biological monitoring, blood or urine testing where relevant to chemical exposure.
  • Statutory recall management, scheduling and tracking periodic reviews so nothing falls through the gaps.

The benefits go well beyond compliance

Compliance is the floor, not the ceiling. A strong health surveillance program delivers real business value:

  • Early detection, picking up changes before they become a permanent injury or illness.
  • Lower long-term cost, preventing chronic conditions is far cheaper than managing them, and reduces workers' compensation exposure.
  • Evidence of due diligence, demonstrating that you are actively monitoring worker health, which protects you legally if a claim arises.
  • A healthier, more engaged workforce, workers who see their employer investing in their health are more likely to stay and perform.

A common mistake: doing it once and forgetting

One of the most common gaps in Australian workplaces is conducting baseline testing but failing to schedule or complete periodic reviews. Health surveillance only works if it is repeated and compared over time. Work Plus Health manages recall scheduling automatically, so periodic testing actually happens, with reminders, booking and reporting all handled in one place.

Building a program that fits your business

Every workplace has a different risk profile. Work Plus Health works with you to identify the exposures that matter, design a surveillance schedule that meets the relevant standards, and deliver testing in clinic, onsite or via our mobile service. The result is a defensible, repeatable program that keeps your people well and your business protected, year after year.
